The Goons are a bandit clan featured in RAGE 2.
They are perhaps the most prominent bandit clan featured in RAGE 2 advertising; they are the bright-haired neon bandits that enjoy colorful guns, sports, and mayhem.
History
The Goon Squad are the successors of the Wasted Clan from the first game. Initially they were a little gang, but in some date prior to 2165, they became incredibly powerful, armed with heavy weaponry and vehicles, and began growing forcibly incorporating other gangs, establishing everywhere in the Wasteland, putting roadblocks, and cutting the communications between the cities. Only later is revealed that, in fact, they were pawns of the Authority, which was arming them to sow the chaos. They also helped to cover the Authority's presence, as some of their bases, like Goliath Base, were hid behind a Goon Squad base.
In the Authority Wars, the Wasted Clan sided with the Authority, but were left behind when the Authority retreated underground. In the post-war campaign known at the Western Derby, they were virtually eradicated and stayed that way until recently, when they had a massive comeback and become a major force to be reckoned with. Unlike the River Hogs who reside in the Northern Wasteland swamps and the Immortal Shrouded who rule the Dune Sea and Scraplands, the Goon Squad gangs are highly nomadic, traveling like a locust swarm, looting and destroying everything in their paths while forcing anyone to join or die. Outside of their normal turf, the Torn Plains, they can be found warring with other factions in a constant bid for power and territory. A desire for old world technology frequently sends them out to regions like the Dune Sea, where they’re now locked in a deadly rivalry with the Immortal Shrouded.[1]
Organization
Goon Squad exist in almost complete anarchy, with only the roughest of hierarchical structures holding them together. They’re chaotic, nihilistic and fearless – a combination that makes them particularly lethal. They also have access to Authority weapons and gears, either looted or supplied, and have an extensive fleet of vehicles. They actively remove safeties, add more explosives, and modify their vehicles and guns to ensure maximum destructive power, often to such an extreme that it poses a threat to the wielder.
The most reckless of the bandit factions, Goons enter combat in a howling fury of blazing guns, improvised melee weapons, rockets and grenades. Rarely pausing to seek cover or even attempt coordination, and taunts and acts of suicidal recklessness are met with approval and praise from their comrades. Goons love to spam grenades with Bolters whacking grenades at you with their bats. Some Goons have cybernetics like eyes or arm implants. These often belong to Goons who're closer to combat and are deemed status symbols.[2]

- Goons appear to use Authority-manufactured gear (such as the Authority Machine Gun and Authority Pulse Cannon or even pieces of Authority armor) either looted from Authority troopers or provided to them by the Authority itself.
