Lucky Charms is an Achievement/Trophy in RAGE. It can be earned by betting and winning on green in the minigame Roly-Poly in "Jackpots" in Wellspring. Note that this can only be unlocked after downloading RAGE: The Scorchers. As Roly-Poly is a luck-based game, unlocking this is based on random chance.
